The 'confidence offset' is an upper bound estimation (with a confidence of 95%) of the offset if the user were to vote on an infinite number of games.

The confidence offset combines the average offset (deviance from correct votes) with the variance (how far off the votes were) and the number of votes (larger sample size leads to better estimations with tighter bounds).

normal distribution of the values, which is a fitting model after many votes. As the standard deviation is unknown, a variation of a
Student's t-distribution would probably be more appropriate, and may be implemented in the future it).
